IP Duplicate via SWIS on NPM

I have a problem about create Node via SWIS. If we create a node having duplicate IP address via NPM web interface, NPM web interface returns an error about duplicate IP address. But If we use SWIS at same conditions, there is no error about duplicate and SWIS create any node.

Is there any improvement about that problem?
