In addition to what aLTeRego shared... You might want to check your accounts rights in SolarWinds.  For testing purposes, I temporarily removed Report Management rights from my account.  Once I logged out and logged back in, I could no longer see the Manage Reports link.  Also, although I see the Manage Reports link from the Setting page, I get an error which reads:

Restricted page

You must have report management role to access this page

Once I added Report Management rights back to my account, I am again all set.  By the way, when I reset my rights again, I did not even have to logout and back in -- saves time.    I hope this helps.
