Ok guys;
I have installed a new VM and ran alert central on it. I have configured the Email from scratch and it worked. The new VM with the email settings work. Then i restored my backup and i get the same error. It seems that my backup has some setting in it that is wrong and that i cannot see it from the AC web interface. The email settings in the wizard are exact. I only care about backing up my rules and re-importing them, the rest i can setup again no problem. The backup and restore is bring back the issue. I need you developer team to help out on this one. This is my main source of alerting and has been since September of last year.
